Yes, provided the listing has either no bids yet, or more than 12 hours remaining.

To end your auction early, go to My eBay in your Sold list, and click Take Action (or if you%26#039;re in the old My eBay, use the drop-down menu under Action) next to that item. One of the options in the list is to end the listing.

If the auction has ended, you can%26#039;t remove it. In any of these cases, your listing fees are still charged normally. If nobody won the auction, then you don%26#039;t pay a final value fee.

If you’ve bids then just say you sold it locally. How is anyone going to know?
